Please explain: ordinance change with no vote, ordinance that contradicts itself?

When the City Council passed the radically awful new noise ordinance on Nov. 14, 2023, they voted for an ordinance that contained a serious internal contradiction and that had nothing to say about permitted residential noise levels at night — arguably the most important single aspect of any noise ordinance.   When that ordinance was put into the city code, somehow very mysteriously the code had a new nighttime residential to residential level, one that was never considered, discussed or voted upon.  And the serious contradiction in the measure that was voted upon was altered.  How did this happen?  And what are we going to do about it?
